State level interface on Agriclinics and Agribusiness centres scheme held at Srinagar, Kashmir on 30th July, 2005

            In order to make headway in implementation of the above scheme and to meet the target as envisaged under the re-construction plan for Jammu and Kashmir announced by the Prime Minister, it was decided to meet the target by creating awareness among all stakeholders.  The department of Agriculture, J&K organized one day state level interface of stakeholder under Agriclinics and Agribusiness centres scheme in association with MANAGE on 30th July, 2005 at Srinagar.

 

          The programme was attended by Sri. A.A. Zargar, Hon'ble Minister for Agriculture, J&K, Mrs. (Dr.) C. T. Mishra, IAS, Addl Secretary, Ministry of Agriculture, Government of India, Sri. K.V. Satyanarayana, IAS, Director General, MANAGE, Sri. Khursheed Ahmed Gani, IAS, Secretary (Agril), Government of J &K, Sri. Anwar Alam, Vice Chancellor, SKUAT, Srinagar and others.

 

          Action points emerged out of the workshop as follows.

  

1.                  To improve the training effectiveness, the State Government will also open another training institute in addition to the 2 Training Centres being run by SKUAST, Jammu and SKUAST, Srinagar.

 

2.                  In the future training programmes, the training institutes will involve the Bankers and State Government officials for more effective training and coordination.

 

3.                  The Training Organisations will try to get the projects prepared by the trained graduates and pose them to the banks for financing.

 

4.                  The State Government of Jammu & Kashmir will set up a Hand-holding Cell in the Agriculture Department which will liaise and coordinate with the Training Institutions and the Banks and the State Government departments to remove the difficulties in implementation of the programme.

 

5.                  The State Government announced that licensing for selling the agri-inputs would be issued to Agriculture graduates only in future for which the Govt. of Jammu & Kashmir will evolve suitable guidelines.

 

6.                  The Training Organisations would provide the list of projects which are pending with the Banks to the SLBC so that sanction of loans would be monitored by the SLBC.

 

7.                  Agriculture department would promote Agri-ventures in production, processing and marketing of agriculture produce particularly of the dry fruits, fresh fruits, vegetables, floriculture, organic agriculture, etc.

 

8.                  MANAGE would provide the various innovative models of setting up of Agri-Clinics in other states.

 

9.                  NABARD will constitute the District-Level Task Force and also monitor financing by Banks for setting up of Agi-Clinics/Agri-Business Ventures by the Agriculture graduates as per the targets already set for the banks.

 

10.              While the hostile reaction of the Agriculture graduates to this scheme in Jammu & Kashmir is noticed from the Agriculture graduates present in the Interface, the State Government has agreed to take all measures to popularize this scheme though the present response is very lukewarm from the Agriculture graduates.
