TRAINING GUIDELINES TO BE IMPLEMENTED BY RECOGNIZED
TRAINING INSTITUTES UNDER
“AGRI-CLINIC AND AGRI-BUSINESS CENTRE SCHEME”
Training under the scheme is being implemented by SFAC for which a cell has been created in MANAGE which would coordinate, the activities relating to training tripartite MOU is for a period of one year. The continuance would depends on performance of the institute decided by SFAC/AAC Cell, MANAGE.
1.
List of candidates under
the “Agri-Clinics and Agri-Business Centres Scheme Programme” to be
allotted for training to the training institute, would be sent to the training
institute by AAC Cell, MANAGE in consultation with SFAC.

AAC Cell, MANAGE would
coordinate the scheduling of the training in each institution, and may ask a
training institute to train one batch or more than one simultaneously,
depending on the response of Agricultural graduates in that State and
infrastructure and facilities available with the concerned training institute.

The list of candidates to
be trained by the concerned training institute will be provided to the
Institute by AAC Cell, MANAGE in
advance. The training shall be started within 30 days of receipt of list
otherwise MANAGE after consulting SFAC
reserves the right to withdraw the programme.

The training institutes
need to identify a nodal officer to co-ordinate Agri-Clinics and Agri-Business
Centres Scheme training programmes and inform his/her name, designation,
address and contact numbers to both AAC Cell and SFAC. He/She would be
responsible for all academic and financial transactions.

The Nodal officer
identified by the training Institute shall send to AAC Cell to the following:
A.
Report on Inauguration : The list of candidates and training module may be sent
after the inauguration along with report on inauguration.
B.
After One Month:
(a)
Final List of candidates with
their projects, place and bank based on which final funding and certificates
would be sent. The proforma is enclosed in Annexure-1.
(b) Mid
–training feedback of trainees:- Model evaluation form is enclosed
(Annexure - 2 &3). The
summary of the feed back may be set to
Agriclinic Cell.
C. After Training
:-
(a). Report on valediction with final
feed back of participants. (Annexure –
4 & 5).
(b)
Expenditure statement and
utilization Certificate. (Annexure – 6).This should be certified by practicing
Chartered Accountant.
(c)
Success stories / failure
stories for documentation may be sent as and when obtained.

The travel expense incurred
by the candidate for reaching the training institute from his place, before
training and travel expense incurred for returning home after training would be
met by candidate himself.
7.
Considering the high rate
of dropout, 60 candidates will be allotted to training institutes out of which
institutes are allowed to take only 30-35 candidates. The candidates responded
to the institute after the required number is met, may be kept for the next
batch. SFAC is not responsible for the candidates taken by institute exceeding
35.

The training would be
conducted for two months.
9.
First one month the participants
would be exposed to twenty projects mentioned under Agri-Clinics and
Agri-Business Centres Scheme (Annexure-8) and any other schemes desired by the
candidates. And also six core areas would be covered. List and the syllabus is enclosed in Annexure-9.
10.
First fortnight of second
month, Agripreneurs select one or combination of few projects / place based on
their needs. They would be helped to prepare their projects with the help of
Nodal Officer / NABARD Officials / Bank Officers / Agribusiness experts based
on the market survey. The market survey takes place in first fortnight of
second month where as project preparation takes place in the second fortnight
of second month.

More than 80% of the
training period shall be spent in interacting with successful Agripreneurs /
resource persons with field experiences and field visits.
12.
Training would be
completely free of charges for the participants. That includes boarding,
lodging, field visits and study material.
13.
Performance of each
training to be given by training institute to AAC Cell, MANAGE. The
certificates would be issued by implementing agency i.e., SFAC to the
successful participants through training institutes. AAC Cell, MANAGE reserves
the right to reject certificates based on the performance of the trainees.
14.
Training Institute may
provide honorarium to the nodal officer identified and also to all the resource
persons (inside / outside the institute). The training institute will make the
decisions regarding honorarium. There may be about 50 sessions per training
programme be handled exclusively by resource persons from outside the training
center faculty, as well as independent consultants identified by AAC, Cell,
MANAGE.
15.
After completion of
training, evaluation report would be collected from each trainee.
16.
The fund release pattern
for the training would be as follows:
a)
50% of the amount will be
released before the training programme starts.
b)
Balance 50% will be
released depending on one progress and receipt of final list from the training
institute.
17.
Handholding facility will
be provided by the Training Institute to the candidates for one year after
completion of training programme. For handholding Rs 2500/- of the amount would
be given with the final fund of training. Balance Rs 2500/- would be released
as and when success stories are reported. Separate utilization certificate may
be submitted for handholding expenses as per (Annexure-7) duly signed by
Practicing Chartered Accountant.
18.
Training institute would
also help candidates to prepare techno-economic feasibility reports for the
suitable projects before completion of the training programme.
19.
Nodal Officers shall send
success stories / failure stories to AAC Cell, MANAGE cell for further study or
documentation and dissemination purpose.
