FINANCIAL GUIDELINES TO BE IMPLEMENTED BY RECOGNIZED TRAINING INSTITUTES FOR ARRANGING TRAINING PROGRAMMES UNDER

 “AGRI-CLINIC AND AGRI-BUSINESS CENTRE SCHEME”

 

1.                  For the purpose of training selected agriculture graduates for two months MANAGE provides Rs.17,000/- (Rupees seventeen thousands only) per candidate which covers lodging, boarding, study material, field visits, honorarium to resource persons and any other expenditure related to training. Handholding of  Rs. 5,000/- to those who set up their own Agri-clinics and handholding charges would be Rs 2500/- for rest of the trainees.

Honorarium for Nodal Officers, Clerks, Coordinators etc (per trainee) as the faculty and staff of training centers shall be conducting this training programme in addition to their other regular duties.

Honorarium, TA/DA for Resource Persons from Private Sector and other Institutions (per trainee). Expenditure on a resource person of quality and repute will entail an outlay of at least Rs. 3000/- per visit. There should be at least 50 sessions per training programme to be handled exclusively by resource persons from outside the training center faculty.

Study material and stationery charges (including training kit comprising literature, bag, writing pad, pen & photocopying, T-shirt etc.)

6.

Handholding charges for one year after completion of training (including traveling expenses of trainers to project sites, lodging, boarding of trainees when they visit training centers for consultations, traveling expenses to meet bankers and other authorities, consultation with experts). Handholding charges is Rs. 5,000/- for candidates who successfully set up agri-clinics and Agribusiness Centers. Handholding charges will be Rs. 2500/- per trainee in respect of rest of trainees.

Expenditure ceiling under each of the above sub-heads have to be adhered to individually saving under any sub-head shall not be appropriated to utilized in other sub-heads and shall be returned to AAC Cell, MANAGE

 

2.              In any case the expenditure per candidate should not exceed Rs.17,000/-. If exceeds the same has to be borne by concerned Training Institute.

 

3.              The amount will be released by MANAGE to the Nodal Officer by way of a Demand Draft. The Nodal Officer appointed will be conducting the training programmes and accountable for proper Utilization of funds. The amount should be deposited in a separate Bank Account to be opened in the name of Nodal Officer – Agri-clinics and Agri-Business Center Cell in the nearest Nationalized Bank / State Bank group.

 

4.              Utilization Certificate for only training fund shall be sent to AAC Cell, MANAGE immediately after the training. For the amount earmarked for handholding facility utilization certificates may be sent as and when the work completed or at the end of the hand holding year. Utilization certificates to be submitted as annexed to tripartite MOU.

 

§           Handholding amount of Rs.2500/- per participant would be released along with the final fund for training. Balance amount of Rs. 2500/- would be released as and when success story reported.  Separate utilization certificate enclosed may be sent to MANAGE regarding handholding fund. Guidelines for handholding activities are enclosed (Annexure-1).

 

5.       The Nodal Officer has to submit Utilization Certificate in the enclosed format to AAC Cell, MANAGE with in 15 days from the date of completion of training Programme of each batch.

 

6.              The fund releasing pattern would be as follows:

 

A)            50% of the amount will be released before the training programme starts.

B)            Balance 50% will be released expenditure on the progress and receipt of final list from the training institute.

 

7.       The Nodal Officer has to submit list of candidates who have attended the training programme, along with the utilization certificate to the MANAGE.

 

8.       For release of second installment the nodal officer has to send the final list of candidates attending the training programme

 

9.       Unspent balance shall be remitted to AAC Cell, MANAGE along with the Utilization Certificate.

 

v        Audited and certified ( by practicing Charter Accountant)  expenditure statement and utilization certificate shall be sent by Nodal Officers at the end of the programme.

 

10.           All the correspondence shall be made to Coordinator “Agri-clinic and Agri-Business Centre Cell”, MANAGE, Rajendranagar, Hyderabad – 500 030, A.P.
